Action 5: activitiesthat support and protect the health, safety and economic interests of consumers in the Community.

Beneficiaries:

Non-governmental non-profit organizations. The main purpose of the organizations should be supporting and protecting the health, safety and economic interests of consumers in the Community. These organizationsshould have been selected to represent consumer interests at Community level in at least half of EU Member States.

Budget and funding:

The total budgetfor this Direction is 1.3 million euros. The Commission finances up to 50% of the total eligible costs.

Call for proposals, encouraging creativity and innovation in the youth sector

This call is made within “Youth in Action” Programme. In accordance with the decision of the European Parliament and the Council concerning the European Year of creativity and innovation it aims to support projects promoting creativity and innovation in the youth sector. This call also takes into account the proposals in the field of media literacy as set out in the Commission Communication“European approach to media literacy in the digital environment”

Aims:

This call for proposals aims to identify projects directed towards the introduction, implementation and promotion of innovative and qualitative elements in non-formal education for young people and working with them. They may be related to:

- thecontent of the proposed activities, and / or

- methods used to conduct these activities based on new approaches in the field of informal education and youth.

In 2009 the priority of this call will be given to projects, laying down the emphasis on media literacy and working with youth on the Internet.

Eligible candidates:

Proposals must be submitted by non-profit organizations. They may be NGOs and networks, local and regional public organizations. The same applies to organizations and partners. By the date that the proposal is submitted, applicants must have been legally registered for at least 2 years. Projects must involve partners from at least four different countries, of which at least one Member State of the European Union. Individuals can not apply for a grant under this call for proposal.

Criteria:

- Feasibility of the project in terms of objectives and priorities of the program (40%);
- Quality of design and methods of work which the projectincludes (50%).

Quantitative criteria will represent 10 percent of the available points of the assessment procedure. Will be taken into account and the number of participants (including those with fewer opportunities) and organizers involved in the project (10%).

Budget:

Total co-financing of projects under this call for proposals is estimated at 1 200 000 euros. Financial assistance from the Agency may not exceed 65% of the total eligible costs. The total maximum grant may not exceed 100 000 euros.

Aims:

“Erasmus Mundus”Programmeis designed to promote institutional cooperation in higher education between the European Union and third countries through a mobility scheme for students and teachers for training, teaching, research and internships.

Eligibility:

Applicants must be European universities and universities in partnership withat most 20 partner institutions, possessing ”Erasmus” charter before the date of publication of this invitation.

Activities must be carried out in one the 27 EU Member States, EEA countries (Iceland, Liechtenstein and Norway) and the following Latin American countries - Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador , Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Uruguay and Venezuela.

Open call for proposals – European cooperation in the field of scientific and technical research

Activities:

European cooperation in the field of scientific and technical studies are does not finance the actual scientific researches but supportsactivities for networking, such as meetings, conferences, short-term scientific exchange and information activities. Currently more than 200 scientific networks (activities) are being supported. Particularly welcomed areinterdisciplinary proposals that do not fit in onlyone area and will be subject to separate assessment of the standing body for the assessment of multidisciplinary proposals.

Eligibility:

Proposals should include researchers from at least five countries participating in European cooperation in scientific and technical research.

Assessment:

Proposals will be evaluated in two stages. Preliminary proposals (maximum 1 500 words / 3 pages) submitted electronically via the standard model which can be found on thewebsite http://www.cost.esf.org/participate/open_callshould contain a summary of the proposal and its anticipated effect.

Budget:

Call for proposals for media projects related to enhancing the understanding of the role of the European Parliament

Directorate General “Communication” opens a call for proposals for media projects, aimed at enhancing the understanding the role of the European Union and European politics.

Aims of the projects:

-To increase the awareness and understanding of the role of the European Parliament and its functioning;
- To stimulate a wider public interest for participation in European decision-making processes;
- To provide a platform for civil discussion of important European issues.

Beneficiaries:

Television, radio and on-line media are eligible for applications.

Eligibility:

Projects may be carried out at regional, national and trans-European level. Online projects should not overlap with the information published on the website of the European Parliament and other online platforms of the Parliament. Furthermore, they must provide a platform for direct citizen participation in debates on important European issues.

Budget and financing:

Total budget is 5 million euro.

For TV projects the European Parliament grants from 50 000 to 300 000 euro and finances up to 60% of the total costs.

For radio projects the maximum size of the financing is from 10 000 to 70 000 euro, and if the projects are only at a national level then they must not exceed 50 000 euro. European parliament covers up to 70% of the costs.

Maximum grant for on-line projects is 250 000 euro, and minimum is 5 000 euro. The European Parliament finances up to 75% of total costs.

The European Commission opens a call for proposals for Pilot projects for bringing in and utilizing information and communication technologies in the European audiovisual sector. The projects will be financed through MEDIA 2007 programme.

Eligible candidates:

European companies, established in one of the following:

- 27 EU member states;

- EFTA countries (Iceland, Norway, Lichtenstein)

- Switzerland;

- Croatia.

Eligible projects:

-Dissemination: new methods for creation and distribution of European audio-visual content with the help of non-lineal services;

Objectives:

-Creation of new mechanisms for mutual coordination and rapid alert for child abduction in the Member States

- Creation of new structures and methods on cross-border level to investigate and quickly resolve cases of child abduction

Eligible activities:

This call for proposals supports international cooperation in the development of mechanisms providing mediation of knowledge in education and training. These mechanisms are aimed at strengthening links between research, policies and practices. Their main role is to provide understanding of the results of research in education and training and access to them and to set research at thepolicy center and at the center of attention of those responsible for decision-making entities and persons who perform them in practice.

Eligibility:

This call is addressed to the ministries of education, other public organizations, research centers and universities, foundations and associations.

The Ministry of Regional development and housing policy of Romania as a joint managing authority of the program “Black Sea 2007 – 2013”opens a call for proposals on the three priorities of the programme.

The European Institute of Innovation and Technology announced a call for proposals for the creation of communities of knowledge and innovation (KICS). This is the first call, in which the construction of the first two of three KICS - legally and financially integrated structured partnership, whose management is entrusted to international bodies distributed- will be financed. They are divided into thematic areas. Community activities will include at least three independent partners from different EU member states. Through innovative approaches will be developed methods for evaluation and study of economic and entrepreneur thinking, learning and business impact.
Objectives: - focus on long-term challenges and creating innovative business opportunities across Europe; knowledge transfer, research and innovative activities to business will be stimulated innovation in large companies and SMEs , attracting partners and top talent for collaborative work; encouraging the development of entrepreneurs and inviting them into real business; increasing the amount of financing for the private sector.
Priorities of the call: This call covers three priority areas: mitigating the impact of climate change; sustainable energy and the future development of ICT society.
Eligible applicants: Each partnership must include at least three independent organizations with the participation of at least one university and a private concern. In the partnerships could participate organizations which are from non- EU member-states.
Budget: The total budget for the creation of three KICS for 2007-2013 is 270 million euro

1.Establishment of a potential fund, proportionate to the number of tickets sold for the payment gateway to foreign films in European countries participating in theProgramme.
2.Re-investment of the potential fund in three types of projects:
- European co-production of foreign films;
- Acquisition of rights of distribution,
- Costs of issuance (the production of copies, dubbingand subtitling), costs for advertising and promotion of European foreign films.

Objectives:
1 - support for broad international distribution of new European films by means of distributors
2 - continued reinvestment in new non-European films.
3 - creating links between sectors of production and distribution, thus improving the market share of European films and raise the competitiveness of European companies.

Objectives:

1- to cover a large area within the European Union and the creation of opportunities for mobility of artists / experts from the cultural field from EU countries with less developed programs and schemes for mobility;
2- To promote personal professional development, capacity building and knowledge through intellectual meetings, creative innovation and creative cross-border involvement, unrelated to any external order;
3 - Providing artists / experts from the cultural field of time and resources to intervene in the dialogue with the local community, communicating with colleagues, conducting meetings with creative and practical training;
4 - Strengthening the sustainability of the process of ex post mobility by supporting mobility, e.g. through further funding, resources after the finalization of the product or help to reach audiences, including support for mobile artists / experts from the cultural field to transmit their knowledge and share experiencefrom theperiod of mobility with their colleagues;
5 - Inclusion of the evaluation process focusing on results

Beneficiaries:

1- public or private organizations registered as legal entities and have proven experience in the field of culture by at least 2 years;
2 - have headquarters and registered office in one of the 27 EU member states
Projects to be financed by the proposal must include at least three partners from at least two different Member States.

Budget: 1 500 000 euros
EC to fund up to 70% oftheproject costs.

The Bulgarian Social Assistance Agency announces a call for proposals in operation "Social enterprise - promoting and supporting social enterprises". The Operation is within the Priority Axis 5 "Social inclusion and the promotion of social economy" of the Operational Programme "Human Resources".

The operation has two components:

- Component 1. Support for the development of activities of existing social enterprises to increase the scope and diversity of services provided. Requirements for Component 1: The coordinating organization must meet the following requirements: be registered and established as a legal entity or non-profit company, provided that the revenue in the implementation of the project are reinvested in the project directed towards the target group. Eligible applicants are specialized enterprises or cooperatives of people with disabilities, providers of social services.

- Component 2. Support for the creation of new social enterprises. Requirements for Component 2: The coordinating organization must be established and registered as a legal entity with non-profit purpose, cooperative, registered under the Cooperative Act, provided the revenue realized in the implementation of the project will be reinvested in the project directly targeted to the target group. Bulgarian municipalities which are providers of social services are also eligible to apply.

Objectives:

- To establish and / or developed new models of successful social enterprises;
- To create secure jobs for people from vulnerable groups who are unable to participate in real work processes.
- To establish and develop centres of support for individuals from the target groups for transition to the actual labour market.
- to train providers of social services, employers, non-profit legal entities for job creation in social economy.
- To conduct national campaigns to raise civil society and raising public awareness about the possibilities of social entrepreneurship
- To establish and develop advisory groups, voluntary and community initiatives.

Beneficiaries:

Projects must be prepared by a coordinating organization and partner organizations.

Budget: total budget is 15 680 000 BGN. For Component 1: 7 500 000 BGN and for Component 2: 8 180 000 BGN

Action "Youth for Europe" of "Youth in Action " Programme is designed to promote mobility and development of active citizen participation and mutual understanding among young people by supporting youth exchanges and joint initiatives.

Eligible activities:

1. Youth exchange- Exchanges provide opportunities for one or more youth groups to visit another country in order to implement joint initiatives. Working groups on topics of mutual interest, such as racism, xenophobia, fighting drugs, heritage, etc. Each exchange must include at least two of the countries in the program, one of which is EU member state.

Eligibility - for exchanges can apply non-profit organizations or associations with a minimum 4 members.

2. Youth initiatives- These are projects in which young people have full freedom of concrete and direct action in its sole discretion. The goal is to expand their initiative, enterprise and creativity. Supported are projects at local, regional and national level. They can be prepared by participants from one or more countries.

Eligibility - young people aged from 18 to 30 years from countries in the Programme. Can participate and adolescents over 15 years if guided by a supervisor.

3. Projects for youth democracy- These are projects based on partnership and convergence of interests, ideas, experience and methodology on European level of projects at local, regional and national level.
Projects must have a thematic concept, directly addressing the priorities of the program, "Youth in Action"- active civic participation of young, social inclusion, cultural diversification and etc.

Eligibility - non-profit organizations or associations with minimum 4-members.

The aim is to facilitate access to European production companies to finance, provided by banks or other financial institutions to co-finance some of the expenditure

Eligible costs for co-financing

- Insurance of audiovisual production: Module 1 - Support for the item/part "insurance" in a production budget.
- Guarantee for the implementation of audiovisual production: Module 2 - Supporting item/part "guarantee of implementation" in a production budget.
- Funding from a bank of audiovisual production: Module 3 - Support for the item/part "Financial expenses" in a production budget.

Eligible activities

The proposed audiovisual productions:

- Must be featured productions, animation or documentaries produced mainly by companies registered in one of the countries participating in the Programme MEDIA
- Must be a production with significant participation of professionals in the area, as citizens of countries participating in the MEDIA Programme, or have permanent residence in those countries.
The maximum duration of the project is 30 months. They must start between 1 July 2008 and July 7, 2009

Eligible applicants

The invitation is aimed at independent European companies for audiovisual productions. Applicants must be entered in the records of any of the following countries:

- the 27 member-states of the European Union
- The EFTA and EEA (Iceland, Norway and Liechtenstein)
- Switzerland and Croatia.

Budget

The total budget is 3 million euro. Financial assistance should not exceed 50 - 60 percent of the eligible costs. The minimum amount of co-financing is 5 thousand euros and the maximum - 50 thousand euro

Deadline:

- February 2, 2009 for projects starting from 1 July 2008 and February 2, 2009,
- July 7, 2009 for projects starting from 1 January 2009 and July 7, 2009

Eligibility:

• The grant application must concern an operating grant (i.e., a grant to support activities included in the applicant's 2009 annual work programme), and not a grant to co-finance a specific project
• The grant application must have been submitted by the deadline set for the call
• The applicant must be eligible to participate in operating grant call, i.e., nongovernmental organizations (NGOs) or other entities pursuing an aim of general European interest duly constituted on the basis of the law of one of the EU Member States
• Eligible expenditure must be incurred in the financial year of the applicant starting in 2009
• Organisations must carry out activities with a European dimension involving at least half (i.e. 14) of the EU Member States

Aims

2. Improvement of the accessibility to education and training through diversification and expansion of extracurricular activities, on the forms of free time of students and prevention form dropping out of school.

Activities

1. Organizing activities for the development of skills of children in the areas of arts, science and sports, health education, education for sustainable development and civil education;
2. Expanding the system of school and interschool contests and competitions, including promoting fun-entertaining contests and competitions involving parents, students, teachers;
3. All season involvement of children, including during holidays, through establishing clubs, conducting competitions, forms of school recreation and sports;
4. Organization of school holidays, festivals and other forums involving members of the school community;
5. Ritualizing school life - including measures to: promote national and European symbols in every Bulgarian school, creating inside the students the feeling of belonging to his/her school, increasing motivation amongst students to participate in school and extracurricular activities;
6. Aestheticizing of the inside and outside school environment;
7. Developing programs for children with aggressive behaviour to develop their personal and social skills;
8. Inclusion of children with aggressive behaviour in activities for limiting violence in schools.
